Participation of Tajik delegation in the Conference in Malaysia

The 3rd International Conference of the International Association of Police Academies (INTERPA) on “Development of Teaching Staff in Police Academies” was hosted by Royal Malaysia Police College Kuala Lumpur in Kuala Lumpur (Malaysia) from 21to 24 April 2014.

 

The 3rd Conference was held with the attendance of 119 participants from 36 countries across the world and 4 international organizations, such as INTERPOL, AEPC, ASEANAPOL Secretariat and the OSCE.

In seven sessions during the INTERPA Conference a total of 19 various documents were presented.

The Tajik Delegation was represented by the Head of Police Academy of the Ministry of Internal Affairs (MIA) of the Republic of Tajikistan Major General Jurakhon Zoirov and Assistant to the Head of the MIA Academy Salomatsho Mirzoev. The OSCE was represented by the Counter Terrorism and Police Adviser Ulf Billving and National Police Reform Project Officer Firdavs Odinaev.

The Minister of Internal Affairs of Malaysia Mr. Dato Seri Dr. Ahmad Bin Hamidi, who has opened the conference, stated that INTERPA events convene the eminent and experienced international scientists and senior police staff, who will consider the issues of generating new training approaches and methodologies with significant impact on policing in the area of global security. He has outlined that the Conference will contribute to creative and innovative strategies in addressing security issues through effective training system for police staff.  

INTERPA President - Professor, Dr. Remzi Fendikli in his welcome speech stressed that policing is first of all a vocational training and research work. Since a qualified security service should be provided with a well-equipped police training team, therefore, it was decided to name the Conference as “Development of Teaching Staff in Police Academies”.

During the Conference seven new members got the membership with INTERPA, including Bangladesh Police Academy, Indonesian Police Academy, Police Officer Training Institute of Myanmar, Higher Institute of Police Science and Internal Security of Portugal, Qatar Police College, Royal Police Cadet Academy of Thailand, Peoples Security Academy of Vietnam.

The first session of the INTERPA Conference 2014 has started with a presentation by Dato Shabudin Bin Abdul Wahab, Deputy Director of Management (Training) issues, Royal Malaysian Police, titled “Police Training in the 21st Century: Issues and Challenges.” During this session it was noted that appearance of civil society has brought fundamental changes to the world’s security including the policing. A Malaysian model where the Government of Malaysia introduced the State Reform Program aimed at strengthening cooperation and keeping reducing crime has been examined elaborately.

The second session of the Conference was on the topic “Training Programs and Strategies of Teaching Staff.” In this session a modern design of Police Training of Trainees Programs were examined in detail and some best practices regarding trainer development programs were shared. In addition to this, the strategies used by the teaching staff in the INTERPA member institutions were evaluated by the presenters.

The main theme of the third session was “Improving the Capacity of Teaching Staff.” In this session the presenters shared their experiences about how they improve the capacity of the teaching staff of their Police Training Institution. The participants had an opportunity in this session to evaluate and compare various means and methods used by the INTERPA member institutions to increase the level of knowledge, experience and abilities of their teaching staff.

“The Use of Modern Teaching Strategies” - the topic of the fourth session, where contemporary ways of police training including different models, strategies and methodologies were handled by the academics.

The fifth session: “Institutional Development Aspects of Police Training.” During the session a development of organizational citizen’s behaviour in the Police Academies and evaluation of the faculty members’ trend to apply certain approaches and the need to consider technological advances in the curriculum of the Police Academies were emphasized.

The sixth session was on the “Academic and Practical Aspects of Police Training.” An importance of academic and practical sides of police training and capacity building were discussed involving three different institutions namely Jordan Royal Police Academy, INTERPOL and Turkish National Police Training Department.

Finally a topic of the seventh and last session was “The Use of Technology in Police Training.” During the session the future of police training in regards to the technology and infrastructural requirements, the efficiency of virtual learning for instructors and the Royal Malaysia Police Tactical Simulation Complex were evaluated.

One of the components of the Conference was to visit the Royal Malaysian Police College of Kuala Lumpur.

For reference: the Royal Malaysia Police College of Kuala Lumpur is the integration of four Royal Malaysia Police training institutions, namely the Kula Kubu Bharu Police College, the Criminal Investigation Department (CID) College, the Special Branch Training School (SBTS) and the Traffic Training School. The idea of establishing this integrated College was first mooted by the Inspector-General of Police, the Honorable Tun Muhammad Haniff bin Omar in 1990.

The Royal Malaysia Police College of Kuala Lumpur was officially launched on 10 July 2004 by the former Prime Minister of Malaysia, the Honorable Tun Haji Abdullah bin Haji Ahmad Badawi who was also the Internal Security Minister.

In the early stages of its inception, the College was known as the Kuala Lumpur Senior Police Officer’s Colleges. Its main mission was subsequently to provide training for Senior Police Officers of the Royal Malaysia Police.

In 2004, the College was renamed the Royal Malaysia Police College of Kuala Lumpur. Its mission was expanded to provide training not only for senior police officers, but also for other personnel.

Today, the College enters a new era, specifically focusing on the development of high quality human resources with good knowledge, competency and integrity. The Royal Malaysia Police College of Kuala Lumpur purpose-build campus offers excellent world class facilities, including a library, residential halls, auditoriums, Mock Casino, lecture halls, sport facilities and state of the heart technologies that provide students with complete learning environment for academic, research and recreational pursuits.

The last point in the agenda was identifying the host for the 4th INTERPA Conference 2015. Two countries which volunteered to host it were the United Arab Emirates and Iran. The majority of the INTERPA member countries voted in favour of the UAE. The exact dates will be later decided by the UAE through consulting with INTERPA Secretariat.

The title of the 4th INTERPA Conference in 2015 will be “Hate Crime” and “Transnational Crime and Security Threats.”
