A worthy role of Public Councils in the process of police reform

As previously reported, on August 3, 2018, a meeting of the working group on managing reform (development) of the police (at the political level) was organized in the conference room of the Ministry of Internal Affairs of the Republic of Tajikistan, and at the same time, a Republican round table was organized on the topic "Capacity Building police cooperation with the public."

The heads of several international missions took part in the organized republican round table, including representatives of the United Nations Development Program, the United Nations Office on Drugs and Crime, the European Union, the OSCE, representatives of the embassies of the USA, Russia, Germany, France, Britain, China, Japan, Turkey, Saudi Arabia, Qatar, representatives of international organizations, members of the Public Council with the assistance of civil society in the reform (development) of the police under the Ministry of Internal Affairs l of the Republic of Tajikistan, assistant chiefs of departments of the Ministry of Internal Affairs on the reform (development) of the police and other representatives of civil society.

During the round table, the head of the juvenile delinquency and juvenile delinquency prevention service of the Ministry of Internal Affairs of the Republic of Tajikistan, police colonel Fattozoda Abdusattor Abdukakhor, made a report to those present.
In his speech, Fattozoda A.A. spoke about the cooperation of police officers with the public, in particular, the organization and conduct of several activities to prevent crime among minors and youth, to prevent citizens from joining illegal movements and currents, to strengthen friendship and camaraderie among young people, to increase the level of patriotism and respect for national shrines in collaboration with an active member of the Avangard youth group.

It was mentioned that, on the basis of this, trips of youth activists to different regions of the country were organized and carried out as part of the campaign "Improving the environment", ensuring cleanliness, building and other useful activities.
In continuation of his speech Fattozoda A.A. provided detailed information on the situation of juvenile delinquency and youth crime during the first half of 2018 and also provided constructive suggestions to prevent the commission of offenses and crimes. Next, a senior adviser to the Minister of the Interior on public interaction (cooperation) with the police colonel Kudratullo Gulomov made a report on achievements in the implementation of the police reform (development) program and the organization of cooperation between the police and the public in ensuring public order. In his report, Gulomov Kudratullo noted that, during the period of state independence, the internal affairs agencies, with the direct support and care of the Founder of Peace and National Unity - the Leader of the Nation, the President of the Republic of Tajikistan, esteemed Emomali Rahmon, were transformed into a powerful, reliable structure, which is the guarantor of the country's internal security and also time the most active power structure of the state.

Also, police colonel Gulomov K. in his speech noted about the current resolutions and regulations, regulatory legal acts regulating the process of reform (development) of the police, mutual cooperation of civil society with the police, an organized action plan in this direction, as well as negotiations and meetings on the theme of police development.

It was noted that each unit, consisting of the structure of the internal affairs bodies, consists of divisions of district inspectors, public order, the helpline of the Minister of the Interior and the hot line, the Press Center, the official website and the weekly newspaper "Konun va Jomea" The ministries of the interior of the Republic of Tajikistan and other branches that are directly in touch with citizens daily play an important role in police reform.
